## 1. Background

Within the framework of the National Development Strategy, national energy efficiency policies, and the sustainability policy of the electrical sector, the Government of the Dominican Republic is executing the "Dominican Republic Energy Efficiency Program" (DR-L1122), through the Project Executing Unit (UEP) of the Ministry of Energy and Mines (MEMRD) and the Project Directorates of EDESUR, EDENORTE, and EDEESTE, financed by the Inter-American Development Bank (BID) and the Japan International Cooperation Agency (JICA), with the aim of helping to define the necessity of modernizing public lighting management through the implementation of intelligent remote management and control centers. This initiative seeks to improve operational efficiency, reduce energy losses, optimize maintenance costs, and strengthen service quality, through the use of communication, monitoring, and remote control technologies for LED luminaires, aligned with international standards and current national regulations.

## 2. Introduction

This Statement of Work defines the scope, activities, hardware, licenses, services, and success criteria to implement the "Public Lighting Remote Management and Control Center" project to be carried out in the concession areas of the EDEs.

## 3. Objective

The purpose of this process is the implementation of a public lighting control center in each of the EDEs. For this purpose, a communication and control node with NEMA 7-pin protocol will be installed in all LED technology luminaires. A total of 1,036 Gateway devices will be installed for the communication of luminaire monitoring data, using LoRaWAN, Zigbee, Wi-Sun, proprietary protocol, or any MESH network system. Each Gateway will group ≥200 luminaires, and communication with the data storage server will be made through supported RF technologies, LoRaWAN, Zigbee, Wi-Sun, proprietary protocol, or any MESH network system.

## 4. Scope

### Terrain Considerations:

1. **Terrain Analysis**: Analysis of orography, presence of obstacles, urban or rural characteristics, and any other physical element that may affect signal propagation.

2. **Selected Technology Considerations**: Evaluation of parameters specific to LoRaWAN, Zigbee, Wi-Sun, proprietary protocol, or MESH network systems (frequencies, transmission power, antenna types, propagation factors, among others).

3. **Zone Typification**: Classification of the study area based on its morphology (urban, peri-urban, rural, industrial, forest, etc.) to simulate differentiated behaviors when necessary.

4. **Location Proposal and Analysis**: Identification of possible Gateway installation points, considering height, accessibility, available infrastructure, and coverage projection.

5. **Other Relevant Parameters**: Inclusion of any technical, regulatory, or logistical condition that may influence network deployment.

6. **Simulation Configuration and Results Analysis**: Execution of propagation models and coverage simulations, together with physical verification tests, to obtain an accurate assessment of expected performance.

### Supply and Installation of Gateway Devices

The awardee must also supply and install a total of 1,036 Gateway devices with LoRaWAN, Zigbee, Wi-Sun, proprietary protocol, or MESH network system, strategically located to optimize coverage and efficiency of the communication network. Each Gateway shall be configured to manage a maximum of 200 luminaires, with communication parameters correctly assigned and verified. Installations must comply with weather protection requirements and have stable electrical power supply. Before commissioning, reach and reliability tests shall be performed to confirm coverage and performance communication with the corresponding luminaires.

Regarding data communication, the contractor must establish transmission via mobile network, prioritizing LoRaWAN, Zigbee, Wi-Sun technologies.

### 7.4 Interoperability Technical Requirements

Establish the mandatory technical requirements that the Public Lighting (AP) System must comply to guarantee interoperability with parallel internal systems (Billing, MDMS, GIS, Asset Management). The AP system must expose robust and secure Application Programming Interfaces (APIs) to allow data query, command manipulation, and remote management of Public Lighting (AP) functions.

#### 7.4.1 Architecture and Communication Requirements

The AP system must adhere to the following communication standards for its interoperability interfaces:

### 8.2 Gateway

In the context of intelligent public lighting systems, a Gateway is a key device that acts as a communication bridge between luminaires installed in the field and the central management server. Its main function is to collect data sent by luminaires through radio frequency (RF) technologies (LoRaWAN, Zigbee, Wi-Sun, proprietary protocol, or any MESH network system) and transmit it to the server via an LTE mobile connection.

In addition to serving as a communication link, the Gateway allows remote management of each light point, such as turning on, off, or intensity regulation, and ensures that information flows securely, reliably, and in real-time. Its design must be robust to withstand adverse environmental conditions, have local storage in case of connectivity loss, and be prepared to operate on local mobile networks such as Claro or Altice in the Dominican Republic.

The following are technical requirements for a Gateway for monitoring public lighting installation with RF and LTE communication. The Gateway must have the capacity to connect with a minimum of 200 luminaires.

### 8.5 Regulatory Compliance

Reference the following standards:

* **ANSI C12.20**: Ensures fair and accurate measurement in electrical energy transactions in the country.
* **ANSI C136.41/2020**: Defines requirements for luminaire control interface, especially those with "dimming" type connectors used in intelligent public lighting. In the Dominican Republic, its use facilitates the integration of energy efficiency technologies and remote control in the public lighting system.
* **NEMA 3**: This classification from the National Electrical Manufacturers Association specifies the type of electrical cabinets suitable for outdoor use, protecting internal components against rain, snow, and dust. It is commonly applied in Dominican electrical installations exposed to adverse weather conditions.
* **IEC-62053-21**: International standard that regulates precision and performance requirements for static electrical meters for active energy in low voltage installations. Its application in the Dominican Republic guarantees conformity with global standards and improves interoperability between equipment from different manufacturers.
* **IEC 62058-11**: Defines general acceptance inspection methods for electricity measuring equipment, detailing verification procedures after manufacturing or in supply batches, to ensure conformity before installation.
* **IEC 60529**: Regulates the degree of protection (Ingress Protection) provided by equipment enclosures against the entry of dust, water, or accidental contact, through a precise coding indicating, for example, the capacity to withstand partial immersion or water jets, which is crucial to ensure equipment durability in outdoor environments.

Additionally, the following certifications are required:

* ISO-9001 certification from the manufacturer.
* INDOCAL measurement system certification.
* INDOTEL communication equipment homologation certification.
